Na tle zmian społeczno-ekonomicznych dokonujących się w Europie pielęgniarki i położne muszą odegrać znaczącą rolę w trudnym procesie reformy sektora opieki zdrowotnej,  gdyż stanowią największą grupą zawodową, reprezentowaną przez Standing Committee of Nurses of the EU (PCN). Opierając się na dyrektywach dotyczących edukacji i swobodnego przemieszczania się, PCN stara się zapewnić status i praktykę pielęgniarską w UE. Konsekwencją wyznaczonych celów i działań jest opinia PCN w sprawie Nowej Dyrektywy dotyczącej uznawania kwalifikacji zawodowych COM(2002)119, która przejęła warunki Dyrektyw 89/48/EEC i 92/51/EEC oraz Dyrektyw Sektorowych. PCN podkreśla fakt, że ta nowa propozycja stanowi pełną modernizację unijnego systemu uznawania zawodu od momentu powstania - 40 lat temu. Nadal jednak trwają dyskusje na forum Parlamentu Europejskiego nad uściśleniem zaproponowanych rozwiązań.

Taking into mind the socio-economic changes in Europe, nurses and midwives have to play a leading role in the process of reforms in the health-care sector. In Europe they are the biggest health group. An organisation representing the interests of this profession in the EU is the Standing Committee of Nurses of the EU (PCN). Basing on the directives concerning education and unconstrained translocation the PCN is to safeguard the status and practice of the profession of nursing in the EU. A consequence of the goals and actions taken is the opinion of the PCN on the New Drective concerning recognition of professional qualifications COM(2002)119, which takes over existing provisions in Directives 89/48/EEC and 92/51/EEC and the sectoral directives concerning different levels of higher education. PCN underlines the fact that this new directive shall fully modernise the union system of recognition of professional qualifications from the moment of its creation 40 years ago. However disussions are still being held in the European Parliament on the precise range of offered solutions.
